We maintain very high proposal win rates for our clients. For SBIRs, our Phase I win rate is 4x the national average and our Phase II win rate is 2x the national average. This gives a significant return on investment.

Leadership Team

Bob Fielder


Bob Fielder has been instrumental in securing tens of millions of dollars in contract R&D funding through SBIR/STTR, BAA, NRA, RIF, and commercial projects over the past 20 years, establishing an exceptional track record of success. He founded TechOpp Consulting in 2009 to help small businesses secure R&D funding and commercialize their technologies.  Bob also served in the Navy for nine years as a Nuke submariner.

Randy Simpson


Randy Simpson has over 40 years’ experience directing teams for engineering proposals, programs and projects in the aerospace and defense industry. He has a broad background in creating and mentoring teams to identify, market, pursue, implement and successfully deliver projects in Complex Systems Integration design and production, Engineering Support Contracts, CONUS and OCONUS Field Engineering Services. He has managed PMO’s with portfolios of FFP, T&M and Cost Plus projects for defense and civil agencies. Randy is a people person with excellent visionary, organizational and management skills. Specialties: Systems Engineering, Program/Project Management, Business Development, Proposal Development.


  • Chief Operating Officer for a UAV Firm specializing in aeronautical design, analysis, modeling and simulation provided as a service, training or COTS Software tools.

Brent Roeder

Strategic Adviser

Brent Roeder is an accomplished R&D professional with more than 11 years of experience winning, developing and managing innovative R&D and engineering projects. Brent was formerly the Chief Operating Officer for Wireless@VirginiaTech, one of the largest university wireless research groups in the U.S..  Prior to this, Brent spent seven years at McQ Inc., specializing in wireless sensor technology, and serving as the Director of Research and Development.
